The Kenosha Unified School District and teacher’s union settled on a tentative two-year contract Thursday night but didn’t reveal many details.

The Kenosha Education Association is expected to ratify the contract Nov. 2 because, according to bylaws, it must give teachers 10 days notice before voting.

While no details were released, it’s believed the teacher’s agreed to a 2 percent pay raise the first year along with a higher deductible for their WEA Trust health insurance, but not the self-funded plan the district had offered.

Joe Kiriaki, the KEA executive director, declined to comment on the contract because both sides were working on a joint press release.

However, earlier he said the union was strongly opposed to self-funding because costs were unknown and the KEA didn’t feel comfortable having the district manage those costs.

The school district had originally budgeted for a 3 percent pay raise, but then lowered it to 2 percent after Gov. Jim Doyle announced a plan to slash school funding this year.

It’s believed the district held the line on the amount of money available for raises and health care, and, in turn, allowed the union to use that money offered to come up with a pay and healthcare plan that was aimed at curbing overall costs.
