Committee won’t back creation of panel on sustainable living

Plans for a city-county body focused on sustainable living failed to earn the support of a city committee on Monday.

The Public Safety and Welfare Committee unanimously recommended denying a proposal to form an exploratory committee to look into such an initiative.

Aldermen Jesse Downing, Michael Orth and Kathy Carpenter voted against the proposal. Aldermen Don Ruef and Steve Casey were not present at the meeting.

The proposal, sponsored by Alderman Anthony Kennedy, seeks to form a committee that could address issues such as recycling, community gardens, promoting green jobs, and seeking energy conservation and efficiency.

The County Board gave its support to a similar measure, sponsored by Supervisor Dayvin Hallmon, in December 2008. Hallmon’s measure called for creating a panel, with the city, to explore issues of sustainable living and renewability.

Kennedy noted that Lt. Gov Barbara Lawton and Gateway Technical College President Bryan Albrecht support such an endeavor.

“We’re trying to increase the profile of both the city and the county in reference to green and sustainable living,” Kennedy said.

Aldermen balk

Carpenter said she had strong reservations regarding the environmental assumptions of this program and thought these efforts would be better handled through private industry.

“I don’t want to rain on anyone’s parade, but I’ve got zero faith in this,” Carpenter said.

Orth expressed support for the intent of the ordinance, but questioned the priority given other pressing matters, such as agreements for Joint Services and the site of Dairyland Greyhound Park.

“While the goals are noble, I don’t know if this is the best way,” Orth said.

City Council President G. John Ruffolo said the city already has pushed for similar initiatives, such as installing light-emitting diode lights and creating a Smart Growth plan for the area.

Great potential

Kennedy said there would be little cost involved in forming a committee, saying the potential for great value exists.

“I think we could be at the forefront when the market changes,” Kennedy said. “What we’re trying to propose is an idea that sustainable living can improve the lives of city and county residents. The city and county should work together to promote as many green practices as possible.

“This is something that is going to happen. The question is will the city be involved with it or have a leadership role in it?”

The issue is scheduled to go before the City Council Monday night. Kennedy said if it appears the measure does not have sufficient support he may table it and rework it.

Sustainable Living?
Sustainable living is a lifestyle that attempts to reduce an individual's or society's use of natural resource and his/her own resources. Kennedy can?t even control this in his own District. Whenever I drive through his district I see mountains of trash piled on the curbs. Busted open bags of fast food and beer bottles mixed with couches, mattresses, entertainment centers and big TVs sitting out there for days! Try enforcing this in your own District first, produce data that shows progress and benefit to society and MAYBE people will actually think you are doing this for the good of Kenosha.
