PLEASANT PRAIRIE — In a move to ensure compliance with state Smart Growth legislation, the Plan Commission has approved amending the village’s zoning ordinance to create two additional park-recreational district designations.

Assistant Planner Peggy Herrick said amending the ordinance to create three park-recreational districts — instead of fitting all such zoning under a single heading — is intended to provide consistency between the village’s zoning ordinance, zoning map and comprehensive land use plan, a statutory requirement that becomes effective Jan. 1.

Because land use, not zoning, determines assessed values, Herrick said there are no tax implications for the private and public properties involved.

The amendments, which will now go to the Village Board for final approval, provide for three zoning districts labeled PR-1, PR-2 and PR-3:

— PR-1, Neighborhood Park-Recreational District, generally includes areas of small, open space primarily in developments for stormwater retention and detention facilities, tot lots and areas for limited recreational activities, including village parks of less than five acres.

— PR-2, Community Park-Recreational District, generally includes larger, active private parks or recreational areas, including Prairie Harbor Yacht Club, Halter Wildlife, Transcendental Golf, Big Oaks Golf Course and village parks of five acres an larger.

— PR-3, Regional Park-Recreational District, includes major public parks over 200 acres that serve the entire community and surrounding region. Prairie Springs Park currently is the only property in the village that meets the zoning definition and was rezoned PR-3 on March 9.
