The man accused of killing Racine Police Officer John Hetland is among four people charged with beating convicted killer Michael Cina in the Kenosha County Jail.
Dalquavis Ward, 26, was charged Wednesday with battery by prisoners and other charges related to a beating that left Cina bloody and “barely able to walk.”
Ward is being held in Kenosha County for the shooting death of veteran Racine officer Hetland.
Ward is alleged to have killed the off-duty officer when Hetland attempted to stop a robbery at Teezers Bar & Grill, 1936 Lathrop Ave., in Racine on June 17.
Ward, who had been released from federal prison four days before the shooting, was arrested June 27.
He has been held in the Kenosha County Jail on $5 million bond since he was charged for the homicide.
According to the criminal complaint for the new charges, two Kenosha County deputies went to the jail on Oct. 29 to pick up Cina to bring him to the Green Bay Correctional Institution.
Cina, 41, of West Allis, was convicted in August of killing Kenosha resident Bernard Reavers during a home invasion. He was sentenced Oct. 25 to spend the rest of his life in prison for Reavers’ murder.
Cina is also awaiting trial for a second murder, the shooting death of Joey Torrez in Racine in September 2016.
When deputies arrived to bring Cina to prison, they saw he “had two black eyes, swollen cheeks, bruised lips and a bruised nose.”
Cina would not tell authorities what happened to him. Security video from Oct. 27 reportedly showed the beating.
According to the complaint, an inmate identified as Devontae Kohnke, 20, is seen punching Cina. About 15 minutes later, there is a second fight. Cina is seen being knocked to the ground and four people “continue to punch, knee strike and kick Michael” as he is in a fetal position on the ground.
“At one point one of the suspects slammed Michael’s face into the cell bars of the entrance to F block. They continued to drag Michael between the entrance to F block and cell F3 during the fight.”
The second beating went on for four minutes. Jail staff had “left the area,” according to the complaint.
The complaint states that the video showed Cina bloody and “barely able to walk” after the fight.
Cina declined to provide a statement or seek medical attention, according to the complaint.
Along with Ward, three people have been charged with the beating including Kohnke, of Kenosha; Vernon Walker, 29, of Kenosha; and Haywood Price III, 25, of Kenosha.
All four are charged with disorderly conduct, violating county institution laws and battery by prisoners.
